First, the disaster mitigation program discussed in the original post
needs to be created using some computer language that can run on an Internet
server computer. And PHP is one of those languages. I myself have a PHP
program that was custom built for me that is running on one my own server
computers that sorts and processes E-mail sent to one of my Web addresses.

Second, people who might be interested in working on a proposed
program need to be contacted in some way regarding the effort. And the
newsgroups are resources that can be used to fairly easily let computer
programmers working with various languages know about some proposed project.

Finally, that original posting was organized so that it would not
result in different programming languages newsgroups getting filled with
responses posted to other language newsgroups. The only one in which there
might be more than a few posts is the comp.lang.misc newsgroup. And that
newsgroup does not appear to be used very much.
