You cannot import datadump from 2.3.7 into 2.6.X or any other forum version other then 2.3.7. The way to do it is to install 2.3.7, import the datadump into it and then upgrade that forum to 2.6.X. Your group permissions will remain intact.

Old templates are not included.

Forum should work fine over https.

No, moderation for group joining has not been added.
