Here's another clue:

I couldn't access the forum files becasue they were locked. When I unlocked them via the admin control panel, I got a long list of errors like this (but the files did get unlocked):

ERROR: /home/coastgui/public_html/forum/thm/New2/tmpl/header.tmpl -> f (777)
ERROR: /home/coastgui/public_html/forum/thm/New2/images/youarehere.gif -> f (777)
ERROR: /home/coastgui/public_html/forum/include2 -> d (777)
ERROR: /home/coastgui/public_html/forum/include2/adm.inc -> f (777)
ERROR: /home/coastgui/public_html/forum/include2/announce_adm.inc -> f (777)
ERROR: /home/coastgui/public_html/forum/include2/cfg.inc -> f (777)
ERROR: /home/coastgui/public_html/forum/include2/compiler.inc -> f (777)
ERROR: /home/coastgui/public_html/forum/include2/core.inc -> f (777)
