Arguably, generally people would only like to permit a few extensions of files people can upload. The reason being it is very hard to block all extensions that you do not want. For example, if you wanted to block all file extensions of files that are executable (programs) on Windows.
Well, there are the obvious .com .exe .dll .bat, but there are plenty of other windows will execute without a second thought, like .vbx etc... You probably will never be able to block them all. It is simpler to only list the extensions you want to allow.
