Yeah, this is very easy to change.
Inside register.php.t there is a line
if( !$user_id && strlen($GLOBALS['HTTP_POST_VARS']['reg_login']) < 4 ) {


Change the 4 to the minimum number of letters you wish to allow the login to be.
