The only way I know to do that would be assign group permissions where they had to be added to the group manually, although I am sure there is a more elegant method of doing so.

It's been a while since I administered a Vbulletin forum so I can't remember if it's a standard feature or a mod/hack but I recall it having fairly comprehensive user management features which allowed all sorts of controls based on number of user posts/reputation etc. (not that Vb is free though)
