Trying to upload a file gets me a Page Not Available error
with this in the address box

Which PHP version are you using and what did upload_tmp_dir default to (check phpinfo()).

4.2.2 (patched),

phpinfo() returns "no value" for the upload dir...
However, changing it to /tmp doesn't affect the behavior at all.
