I was running a test, where I banned a user while they were logged-into the forum. Even though the Admin CP clearly says they are banned, their session continues to work until they log out. This seems like a security problem to me.

Not really, once they try to perform any sort of "write" action such as posting a message, access user control panel, etc... their session will be destroyed.
