I found the right template and moved "Location" up with the required fields, but that doesn't make it a required field. I can see what does, but it appears that each required field has its own unique error message that's generated if the field is left blank. How can I make "Location" a required field? Would I have to create an error message for it?

To make it a required field you need to modify the code checking for valid fields, specifically the register_form_check() function inside register.php.t You can use existing code as an example of what needs to be done.
