Is there a way that I can make the moderators able to email the forum members or can just the admins do that.

If you are referring to the 'mass mailer' admin control panel, then yes, only admins have access to that. As for emailing individual users, unless you've disabled the email system, any user is able to send an email via the forum to another forum member.
