I have tried backing up my forum data and then doing a restore to a newly created forum to see if it will work before I dive into the real thing. When I'm doing the restore, where does my backup file need to be located for this to work? Does it need to be on my local machine or on the server? If the latter, where on the server? I've tried restoring from the folder on the old forum where the backup happened and I get a file does not exist error. Same thing happens when I've moved the backup file to the folder of the new forum...file does not exist error. If I can't do a successful backup and restore then I could be in big trouble, thanks in advance!

When you are using the 'Forum Import' tool you get the opportunity to specify the path of the data dump you are importing. The data dump itself can be located ANYWHERE on your computer, just as long as the webserver has permissions to read that file.
The file does need to be on the local machine you are doing an import from.
If you get errors make sure that the file is accessible by the forum, meaning that it has 'world readable' permissions such as 644, 444 or 666.
