There is a good proposal from one of our board members: Stopping trolls by using the ignore list.
We all know this kind of lovely people posting nonsense but not really infringing the board rules which would allow to kick them off.
So the idea is to give users the right to disallow certain people to reply to onw new threads. So if a someone on the ignore - list of a user wants to reply to a thread opened by this user would be not to allowed to do this.
Technically this would mean:
- a general config variable in the topic section whether this feature is available
- a user config variable in the user profile whether this feature is activated, to be changed by user
- a check when posting whether
a) this feateure is activated in general,
b) the thread opener has activated it
c) the poster is on the ignore list of the thread opener (unless it is an admin or mod)
I think I can to this (maybe with some help), but as it is some deeper form of changes it would only make sense if this feature would be included in future releases

I am unsure if it is a wise thing to put moderation decisions in the hands of the end-user. Moderation of a forum should be done by moderators, not by participants of the discussion - If you don't like someones opinion, or if you know he can prove you wrong, add him to your ignore list, start the topic and you are free to say whatever you want and the people on your ignore list cannot chime in.
Trying to purposely recreate Lord of the Flies will serve no good I think. Trolls are people too and often a troll is only a troll in the eyes of the beholder.
Set straight forum rules and enforce the rules via moderators, having a pseudo-government deciding what and who should talk about what will undoubtedly lead to penalism and fractions within your community. Your suggestion goes against everything we have learned so far about community management.
I cannot tell you what to do, you are a free man, but I very strongly advice against this.

I really do not disagree ... but - like usual - a couple of points which could make life easier:
- Moderation is limited in a forum which has many posts ... more than 180.000 actually in one and the other more than 50.000. So can´t really read them all, and even with some few mods its simply not possible to be there 24 hours
- the proposed system is not a moderation system. It would simply cut off the personal disoutes. With many users I wouldn´t see the danger of cutting-off discussion, just limiting these "wars" between a few members (and where everyone has some good points)
In fact a different solution would be to collect "infractions" (like in vbulletin) ... and reaching a certain goal to exclude the user. But this would be much more difficult to do and beyond my cababilities, allthough probably much more elegant on the long run.
