Unable to view http://fudforum.org as anything but English default blue, can't change to any other language themes, and no other color themes available?

I see the Twilight theme is back, however I still can't select a different language theme from my profile!
On the assumption that the Theme Router is enabled here, I tried in one of my installations.
Enabling the theme router not only gave me a different colored theme (one of two) based on English, but made it impossible to switch themes to a different language or colored theme even though there was a second English language theme.
Without the theme router enabled I am able to select themes at will, so is this a bug?
