Hello,
I built php and "make test" showed that 0.1% tests failed.
Tests failed : 10
Expected fail : 32
Is it OK to install with such a low percentage of test failures? What
does "expected fail" mean, by the way?

I would say, either you have enough knowledge to judge about the tests failed (which
ones failed?), or you should better be taking the distributed compiled version for
your system (which system?). There you know you are running the system many people use.
A failed test by itself does not say the system is unusable. Some programmers code
the test before working on the corresponding bug.
