Can the member list be turned off, so it is not visible to unregistered users (or even registered ones)? I can't find the switch?

This might be a nice option to preserve the privacy of the users. I think the public e-mails might be a disincentive to registering.
I've worked around this problem this way. I deleted the option in my current theme which is set as the default, and I've kept it in the original, unenabled, default theme. That way the admin can get to it by reenabling the original default theme and using that.
BTW is the Members List the only way to get a list of users or can the admin generate one from the admin panel?

E-mails public ONLY if the user chooses to make them so, there is an option, which i believe is enabled by default which prevent's user's email from being shown.
The member list is the only place were a COMPLETE user list is displayed.
