Oh, I see...
Currently the admin can do the following things to user's account: reset password change account's name enable/disable coppa enable/disable email confirmation Block user from the forum add/remove custom tags assign moderation permission.
The user can change his own setting, with the exception of the login name via their profile control pane (profile button).

It is good suggestion, I imagine there are reasons why an admin would want to modify the user's profile.
I'll implement it in the next release.
