If I edit a user's post to delete their attachment, does it delete the file entirely from our system?

Where on the admin panel can I go to delete / manage all the attachments uploaded by users?

If a message is edited and attachments are removed the associated files are also removed at the time. All of the forum's attachments are stored inside the 'files' directory.
