Could there be a per user option to have unlimited (or perhaps customizable) inbox size for pm's? shouldnt be too hard to add i suppose.

Just set the size value to a very high number like 2 billion...

thats what im asking for, ie. custom values per user that override the system default.

Seems like a simple user-land hack you can do, just add another column to the users table for storage of this limit and modify the PM limiter to use that value instead of the configuration value from the global config file.
