Whatever what "Max Image Count: " value I set , but I still can post only ONE image per post.

I use debian/linux , below is packages I installed:
ii apache2 2.0.54-5 next generation, scalable, extendable web se
ii php4-common 4.3.10-16 Common files for packages built from the php
ii php4-mysql 4.3.10-16 MySQL module for php4

oh, then I can not set the amount of images can be posted per forum message?

Correct, for forum messages you can only disable the functionality entirely via the group manager.
