I was curious if there is a way to make a particular forum in a category restricted so that users can respond to threads/topics, but cannot post them?

The application is a 'news' forum. That is; mods post news, users can comment on them but cannot post news of their own.

You need to use the group permission system and take away the "POST" privilege for the group managing that forum's permissions.
