I would different level of administrators.

For example 8 levels...
1. See all forums (even hidden...)
2. See all users ips
3. Merge threads
4. ...
...
7. Lika administrators right now but without db change etc...
8. Like Administrators right now

Meybe even an 8 bit feature with one bit for each feature. If you want the "admin" to see all forums and merge threads ---> 00000101 ---> 5

It would have been a great feature I think!
