For one of our clients (provincie zeeland, see www.zeeland.nl/jouwzeeland) we've done some updating the Dutch language file. It is not fully complete yet, but much better than in was.

Just place it in /i18n/dutch in you're theme folder and rename it to msg (not msg.txt).
